I get calls from these people at least twice a day. I do not know anyone in Texas and when I call the number back I either get a busy signal or a voice mail saying Metro News. I left a message to them that I was on a do not call list and to never call here again.
They are a bill collector initiating the call probably from the West coast while routing it through a number associated with one of their fake cover marketing phone numbers causing you to think you are being called by a real marketing firm. Their goal is to collect info on you and the people living in your house or persons you may know that they are looking for to collect on a bad debt. They even go so far as to create fake web pages for their fake marketing phone number companies.
Sometimes I have success eliminating these unwanted calls by recognizing with my caller ID an unfamiliar number, letting it ring twice, pick up the phone, wait one second, then hang up. On some auto-dialers, this will register as an invalid or non-working number. Doesn't always work, depends on system caller is using, but I have reduced my telemarketing calls at least 50%. Reporting to the FCC is a waste, just another bereaucractic agency not worth the taxpayers money.
WRONG.... This will tell them the phone number is a legitimate number and that someone will answer the phone whenever it rings. The auto dialer software recognizes your picking up the phone and records it as a legitimate number. I sometimes wonder if the persons leaving messages here might work for the collection agencies.
Do not answer the phone.... Let the collection agencies try to figure out what the problem is.....
