I live is Summit County and this is a legit number. I do mission work with inmates know someone who is in the Jail and the calls come through a service that originates calls in San Antonio.
Understand that you will be charged for the calls. There is a connection fee and a per minute fee. Sometimes the inmates let others use the number while their numbers are being processed. Or it could also be from someone who you blocked, so be careful. These numbers are traded for other items (cigarettes, toileteries, etc.), so it may be a person calling that you blocked.
