I got a call from this phone number and a recorded msg stated that I qualified to save 40% on my phone bill; then it said that I should click on a number if i wanted to stop the rate hike. sounds like a scam or at the very least a marketing call.
I received a call from this number on my personal cell phone immediately after receiving a call from 408.580.0139 that is listed as spam. No message was left by either caller. I suspect that the 213 number was used by the same spam caller using the 408 number.
