I got a call from this phone number and a recorded msg stated that I qualified to save 40% on my phone bill; then it said that I should click on a number if i wanted to stop the rate hike. sounds like a scam or at the very least a marketing call.
I've registered a complaint against this # with the Federal Do Not Call website. It's easy:

The more complaints registered, the bigger the fine when the FTC is finally run by folks who are serious about catching these spoofing telemarketers.
