Who called from 2139653964

Caller never speaks. Looking up phone number says it is unassigned. I think someone is spoofing with an unassigned number.

Please I want this number to stop calling my cellular phone and home (213) 965-3964.  It keeps on calling and upon pick up no one answer the phone and hand up.

Just hung up on a male voice with a terrible command of the English language. The background noise hinted that the caller was in a boiler room call center. The caller ID posted the number as 213-965-3964.
The caller said he was from the US Government Grant Office and wanted to give me $7,000. Smelled of a scam, so I said "Stand by for the dial tone!".

Very rude. Told them I wasn't comfortable giving my financial info over the phone and they hung up on me. I called back, no such phone number.

No one answered when I said hello.
