This is a scammer pretending to be Microsoft, or contracted by Microsoft.
Everything the caller tells people is a lie. They have not received any "errors".
They do not have a "do not call list" - every person who answers is a mark.
They are stupid in thinking they can scam people who simply are not going to talk to them.
Do not call them back. Use a call-blocker to block this number, or simply do not answer it.
Eventually this group of scammers will stop calling you, as they are wasting their time calling numbers that no one answers, and will move on to a new collection of numbers.
