Yes, legitimate surveys from organizations not trying to sell something are exempt...but this is clearly not a legitimate survey based on the "you've won a free cruise!" hook. Either scammers or timeshare sales, most likely.
Oh! "Do not call" yeah. They haven't put out an album in years. Used to play seedy clubs in San Fransisco in the 60's. Had some classic hits. "Stop calling me", "Who owns this number", "I won the Nokia lottery". Sure brings back memories.
