I picked up an set the phone down, after about 10 seconds I got a recording telling me in the "kings" English that I needed to urgently respond to an IRS matter of utmost importance.
Really, stupid people . . . I don't care if the head of the agency called me I (and you) never should respond to a verbal recorded message. Believe me if it's that IMPORTANT you'll get it in writing on official letterhead.
Only the village idiot should respond to an unsolicited recording, wake up people don't become a statistic for the money grubbers!

they claim to be Microsoft tech support. It's a scam

This call was from Equator which is for real estate agents and they were trying to sell me zip code areas for marketing.  I think NOT!!! lol
