The caller could not understand me and kept calling back even after I asked him to remove my ph# from his list. \he would not let me talk to his boss, only a financial adviser.

It is a spam call. They are trying to scam you into giving them your visa/mastercard numbers as they claim they are calling on behalf of some bank to lower your interest rate. I've received this phone call at least 3 times and each time the person on the other line has an Indian/Middle East accent. Just tell them you are aware of their scam and they usually hang up.
Received a call today saying that it was VISA trying to give me a lower interest rate. HE IS NOT FROM VISA AND DO NOT GIVE THEM ANY INFORMATION. IT IS A SCAM
