The number just called me on Sunday afternoon. I did not answer. No voicemail.

Said they were collecting money for state police told them to send me a letter, said they would call back sounds like a scam to me

Its a well-known scam.  The boiler room that is making the calls keeps 90% or more of every donation to cover operating expenses, giving the police department just enough to keep the calls legal as a charity call.
