If you have ever called back on any of the scammers' numbers, you did opt in. They have a record of YOU calling THEM.. which establishes a previous business relationship. Never call these numbers back to see what they want. If it's really some one trying to contact you, they will leave a message.
it makes no differnce, you do not 'opt in', their record of calling you is dated first. However you can avoid it altogether by answer/hang up so their auto dialer's quota is met.
The law also provides exceptions for charities, political groups, and companies that have an established relationship with a consumer. Under the established business relationship rule, a business with which you have conducted business may call you for up to 18 months after your last purchase, payment or delivery - even if your name is on the national Do Not Call Registry. Companies to which you've made an inquiry or submitted an application may call you for three months. The law also allows calls from the owner of local businesses within 50 miles of your home. If a company is calling across state lines, however, and you ask that company not to call you, it must honor your request, even if you have an established business relationship. Sorry, we are stuck with them. I have had most success however by answering the call and firmly requesting my name be removed from their list. Most do. Their auto dialers will continue to call if no answer by a human up to a stipulated number of dials. At the very least answer and hang up quickly so it registers the call was answered. Then they believe the connection was made.

Where is the attorney general on this stuff?
Particularly after the do not call list.........hey that works great...... more govt--- yeah!!
