We keep getting these calls and once in a while we get part of a message about lowering interest rates. Only thing is we never answer the calls and we don't have any credit cards anyway so the only time thats being wasted is their own. About all we get are scam calls. The legit ones are few and far between. I sometimes wonder why we bother to have a landline phone number.

Such a waste of precious time!
Let's face it---stupid is as stupid does.
They don't care ---so neither do I.
I keep calling Fed. Trade Com. ('Do Not Call reg.') They are JUST as bad.
They certainly don't seem to do anything. (Tax payers $$ at work??)
So, I keep buggin' the crap out of them, as well.
At some point...we will all receive restitution in some form or another.  :>)
Possibly, ---maybe---if we all contact our local TV affiliates & slam the air waves...some sort of change for the better will occur.

Consider getting a call blocking device or phone.. You can google them and many are around $40.00 or so. If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.

Report your callers here, not just to the DNC alone:

https://www.ftccomplaintassistant.gov/#&panel1-1
https://esupport.fcc.gov/ccmsforms/form1088.action
https://complaints.donotcall.gov/complaint/complaintcheck.aspx?panel=2

For text messages: forwarding any text message spam you get to the short code  “7726,” which spells “spam” on most phones, to alert your network operator to the abuse. ATT won't accept 7726 But they will accept BLOCK and return a message that the web site is blocked. forward the texts to 7726 or BLOCK, depending on your phone carrier.

IF the government can't stop Foreign terrorist using the internet for phishing schemes, what can your local news do?  The call every possible number hoping you will answer and respond in some way so you can be moved to the "valid number list".  It cost them very little to make millions of calls, And soon as you   press any number, you are a working number.   Then they may transfer you to some lowlife to work the scam and get your bank account information.  Once in, they use your funds to finance anything they want.  Drugs, food, payroll for terrorist, or in the "agent" is in prison, they can buy safety, sex, guards to smuggle in cell phones or to look the other way while they "work"..
What is worse is they can buy off politicians so they don't stop the scam.  Or they use elderly's savings to buy IED's.  So you can see the politicians are worthless now.
This could be a national security issue but they do nothing.
How are you  gonna respond when you find out the paid off politician looked the other way and some body bought weapons to kill another family member?
Would impeachment be enough? or charge them high with treason and execute them.  Their payoff caused the chain of events that supplied the weapons?  And what about the Dept. of Homeland Security? Are they doing anything about foreign terrorist stealing money to fight us?  Remember the
Sandinista's in the 80's, is the same MO, Steal from Americans to fund the revolution!

A lot of these credit card calls (that are scams) come from outside the US.  They spoof phone numbers to make them look like they come from the U.S. but they might not.  This means our government can't do anything.  We can't prosecute foreign people or agencies.  I've been told these calls come from Russia, Nigeria, Middle East, the Caribbean, Mexico, and so on.  Yes, if some of these calls originate from within the U.S., then we should expect some help, although my guess is the government has more  pressing matters (like trying to make every shopping mall safe..currently).
