Called my cell phone, rang twice and then hung up.

Just got a call and it hung up right after ringing once.

Got a call from them but  missed it, so I called the number back and they said I won a $100 gift card and then asked me for my name and then my Birthday, so I asked them what company they were with and then they hung up on me. The person was definitely a foreigner. Sounded like a scam to me, don't give them any information.

Yup! I asked for a website and guy just started mumbling and trying to change the subject

It's pretty obvious from the immediate hang ups that this phone number merely calls numbers to see what numbers have people using them...
