People, scammers get paid to SCAM. They are in it to MAKE A BUCK OFF OF YOU. They cannot make a dime off of you if they don't start a conversation with you trying to get your information. Also if they claim you owe a bill and you refute it and they hang up, they are not scam artists. Scam artists will twist your wrist into believing that you do owe the bill. They will not give up that easily. The agent telling you that is just trying to seem less suspicious. You will notice different numbers but they all do the same thing. HUGE red flag if they call BOTH your home and cell numbers and you never give them out. Most scammers get your number from a list that you put your number online and its usually not associated with your other numbers unless you provided it at that time.
If a person is calling you and hanging up on you AND you call them back and get no answer it is no scam. You are being surveilled by the government. Maybe not for anything crazy just because your actions and words are 'different', so they watch.
Anything can be critiqued. If you don't leave the house enough or everyone thinks your ideas are too crazy, or you never answer your phone when people call, dont play on social media enough, or if you use the 'wrong words' on the phone or the internet -- ANYTHING that is not normal behavior will get you watched. Basically, if you don't follow the crowd, you're a threat. Just keep being you and dont make waves and they'll soon see that you're not up to anything.
Digital bugging is easy with new technology (cordless phones, cell phones, etc...). The only way to combat it is to use old fashioned corded phones or to remove the battery from your corded or cellphone for a few minutes thus stopping the signal to eavesdrop in your home. The signal can broadcast without you ever picking up the phone. It just needs to ring and they can hear everything that happens through your home.
When you dont do this, they call back the next day (24 hours later) because it runs out, but when you do this, they will then have to call back to re-set up the signal. If they keep on, unplug your cordless and use your corded. It wont be long before corded phones are no longer sold in stores or are made 'incompatible' with phone services. Just wait.

got this call wanting me to use them for my phone bills told them I was reporting them to the attorney general's office because I am on a do not call list
