No. Your idea of the purpose of the no call list is wrong.
What everyone should know about the Federal Do Not Call List.
1. The DNC list is effective in reducing or eliminating calls from legitimate telemarketers - telemarketers who have registered with the FCC.
2. The DNC list is NOT intended to, nor can it do the following:
-- automatically block calls.
-- stop calls from:
--- politicians
--- survey companies
--- debt collectors
--- companies with which you have a "business relationship"
--- NON registered "telemarketers" (they do not subscribe to the list, and do not care about the list)
--- telespammers, telescum, and other criminals (these people ignore the law)
3. The DNC list is for use by private phones, not business phones
The DNC does indeed work, and is quite effective, if you consider the above statements.
If you wish more protection than that afforded by the DNC provisions, obtain a call blocker device, phone or app. Google is your friend.
If you wish to report a telespammer, report it to the FTC

Getting calls for whoever had my number previously. They gave the name of the individual they are looking for and left message stating they filed a claim processed by the state and federal law. Have had the call several times in last two months.
I have received two calls from these clowns this week, the interesting thing is that they called two different cell numbers belonging to me. I did file BK7 in 2013, so I'm subscribing to the fact that they are targeting people who have filed BK.
