Area code from Wyoming left robo voicemail for medical alert system even though my number is on no call list

Caller did not say anything when I answered.  Hung up after 12 seconds of dead silence.

left message of :  i have a medical alert system waiting to be shipped to me, i never ordered one, nor do i want one.  did tell me i could press 9 to opt out. however to me once you acknowledge a good phone number the calls will not stop.
