I have had the same winning money & process - I have got a bank account with no money in it & all going well until one needs a Fund Resource Certificate. Tried to ring me around meal time tonight to discuss the FCR & I told them to ring tomorrow morning & if one has to pay  % to get the certificate, I will tell them to take it out of the winnings.
What makes it more interesting is the prize was a Cash Cheque made out to me but it will be transferred electronically

Well they did ring back & after a lot of discussion,. , to get the "winnings" I would have to pay a Hong Kong Bank manager upfront to get this certificate organised - no such thing as taking it out of the winnings because the winnings are already in a cheque made out to me - ha.
I did use the story that I did not have enough money to be able to do this & they suggested that I go to my bank with the claim form and the e-mails I have received & get a loan !!
In requesting a formal e-mail from the Bank now as they are handing all the transfer etc so I could present this to my bank, they were very hesitant & repeated the fact that it would be better if I let a HK banker do the paperwork.

I tried to get them to organise an International Bank cheque & let my bank here handle the  the exchange - that floored them for a  while but no way would they do that  & we know why ! I did point out that an an business set up here in Aust - even a Branch office, they should have it organised for a raffle ticket to be sent first before the draw with all the rules & it should be in Aust currency. I knew full well that was like talking to a brick wall but I enjoyed stirring them up - gosh I have missed out of a lit of money !!

Next, I've won second prize in an electronic raffle in Brisbane. I was emailed a 'winner claim form' which I filled in and sent back. The HK400,000 will be transferred to my bank account. I was advised to open a new account to feel more secure. The hold-up is the need for a Fund Resource Certificate, very hard to get here, but Gladys will 'help' me after the weekend.
