I have also been getting a ton of calls from 312-340-5585 with a Caller ID of "Assistant Prgrm". It has to be the same people.

The recording said it was about government approved electric bill assistance?

I keep getting this number calling my home phone number--caller ID says customer service. Not a customer service number that I deal with at all!

Same as Shannon - "received a phone call from this number about my electric bill and receiving a better rate since i do not receive government aid."  I immediately hung up.  I suspect it's a scam - IMHO.  I'm on the DNC list.
