If you are registered on the National do not call list, than you can go to that site and file a complaint

Asking them to stop calling does not work and apparently having your number on the do not call registry does not work either.

Same with  message by jm and KMP above, i.e.,

"credit card services calling to lower interest rate on my non existant credit cards." My caller ID shows
phone caller location as Saint Cloud, MN.

It must be a violation of some FCC rule to spoof a number. Here's an area for which the Patriot Act should be used in order for the telephone companies to identify these losers and report them to whomever can fine the crap out of them.
