You got that right. They can all "Talk the talk..." but can barely walk. Fraudulent/bogus debt collectors come from the bottom of the barrel. They're invariably so beaten down that they're unable to get legitimate employment. Drunks, drug addicts, convicted felons, has-beens, never-weres, dropouts & failures from every despicable form of life. They're too lazy to work a real job & can't pass a drug test anyway. A car wash won't hire them & no sane person would let them anywhere near a cash register. Drug dealing is out of the question for them, they're too stupid & would use up their own inventory. Welfare is done for them, they've already tried to "burn" the system...and got caught. So it's "Scamming for better Scammers than they are" for them. That's all they can do. That's all that's left. They're VERMIN!
