I have asked them several times that not to call me but they don't care.

L.A. Times selling Sunday subscriptions...

It is a scam caller or debt collector it is definitely not the IRS they will never call anyone about a debt all contact will be by mail

I almost always have my computer up, so when a number comes up on the caller ID that I don't recognize, I quickly put the number into google. If 800 notes is near the top of the hit list, I know not to answer it, as was the case with this call.
