For those of you asking how someone can leave a vm on your phone without making it ring, Lu answers this question if you go back to page 2 and read the comments there. According to Lu, an app called SlyDial lets you leave a message without ringing the phone -which would be fine if it were from a friend, but it's creepy from a telemarketer/scammer!
www.slydial.com if you want to read more about them
More importantly, I wanted to know if there was a way to block unwanted people from using SlyDial to leave messages again ... I'm on Verizon, so I'm pasting what they had to say about SlyDial below... Hope this helps!

"Hello KCMO2. That definitely is a phishing scam site, so good eye and judgement in not visiting that site. With regards to a possible block this may work: if your phone allows you to block a contact from your phonebook, create a contact for Slydial using this number - 267-Sly-Dial (267-759-3425)
This may work, and is worth a shot.
Keep us posted if you get any others, or if this helps.
I just now received the exact same thing. My phone never rang, despite being right next me on my desk. There was a voicemail message from a guy named Charles, which said the very exact same thing he told you, but even gave me the same registration number E477. Left the same 888 phone number to call back. I'm glad I Goggled the number first. Thanks for the heads up!
He Left a message about Obamacare, and what policy I have so I don't have a problem with the IRS.. I don't have the Affordable Health Care Act... I have Insurance through my job.. Yes he was very articulate too..
This is a scam. This time it was "mary" who left a message about getting health insurance quotes. The call back # she left was 888-575-1448. Blocked this number.
