For those of you asking how someone can leave a vm on your phone without making it ring, Lu answers this question if you go back to page 2 and read the comments there. According to Lu, an app called SlyDial lets you leave a message without ringing the phone -which would be fine if it were from a friend, but it's creepy from a telemarketer/scammer!
www.slydial.com if you want to read more about them
More importantly, I wanted to know if there was a way to block unwanted people from using SlyDial to leave messages again ... I'm on Verizon, so I'm pasting what they had to say about SlyDial below... Hope this helps!

"Hello KCMO2. That definitely is a phishing scam site, so good eye and judgement in not visiting that site. With regards to a possible block this may work: if your phone allows you to block a contact from your phonebook, create a contact for Slydial using this number - 267-Sly-Dial (267-759-3425)
This may work, and is worth a shot.
Keep us posted if you get any others, or if this helps.
The message I got was "Hello, this is Mary, and it is very important that I speak to you about your health insurance. We have some very important information we need to speak to you about that can potentially save you up to 50 percent on your current policy payment. Please call me back at 888-575-1448. Again, the number is 888-575-1448." Sounds young, is articulate, never gives a company name, and has now called twice with the exact same message. Other 800notes posts name the 888 number as AFA related scams. Blocked this number, and keep praying for sanity in Washington.
Actually I just noticed this in my "Blocked Voicemail" folder on my iPhone. Left on Jan. 11 at 5:35pm, an actual human leaving a voice mail about the Govt. Heathcare. Very generic message from a male...whatever dude. I have coverage through my job and it's fine.
Plus I would never call it this number back even if I was interested. Sounds shady, this person is just a scam artist anyway - of course they will ask for detailed personal info if it regards health insurance. Morons!
Right, the message I had from a male sounded very articulate, actually came off with a tone sounding like he was a friend. "Hey, how are you..." Not the typical mumbling fool, or a person with a heavy accent (like 99.9% of the BS calls I get)
Still, it's all shady to me. These people are a real piece of work!
Got a call from Mary calling to give me some very important info about my health insurance. It's a total scam and they never even mentioned the correct company that I also have coverage with so I know it's fake.
