Just received a call from this number indicating he was from Windows Technical Support. I played along for a bit and he wanted to know what icons were on my computer. I suggested he have sexual relations with his mother, which he did not appreciate. Sometimes there is no pleasing people. He called me back and said he could hack my computer. I told him he had some time, as I was having sexual relations with his mother. He again did not appreciate that. I hope he calls back, this could be my future step son.
Consider getting a call blocking device or phone.. You can google them and many are around $50.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.

Don't tell anyone your husband has passed. It sets you up as a target. Simply say he is not available. File a complaint with the attorney generals office of New York.
