I’m an Enrolled Agent with the IRS (Inactive). IRS does not initiate contacts by phone. US mail only. IRS does not file lawsuits. Court action, if any is handled by the DOJ and all parties are entitled to legal assistance if it is a criminal matter. But--tax disputes are for the most part civil matters. 90% of all IRS tax disputes are settled administratively. IRS has absolutely no authority to call on local law enforcement for anything. Local law is never involved in IRS tax disputes. IRS does not threaten to involve local law enforcement or to arrest you for nonpayment of federal taxes. IRS has no powers of arrest. If LE is necessary, US Marshals do the job. IRS does not cold call anyone and demand immediate payment of money. IRS does not ask for financial information over the phone. IRS does not accept Green card money paks for payment in any case. No one is prosecuted for ordinary tax disputes. IRS has absolutely no authority over anyone's professional license. Professional licensing is handled by state governments. Yes, levies on property to satisfy an existing tax obligation do occur, but only after a very long period of negotiation. And yes, liens are placed on individuals but usually after a lot of negotiation and a failure to reach a settlement. All determinations of tax liability are subject to appeals. All contacts by the IRS are initiated by US mail.
A message was left on my answering machine about a serous legal matter. I called back and was told I was speaking to the US treasury and there was a warrant for my arrest in the next 6 months! I replied that this was not true and was some sort of scam. He replied "wait for the officer then" and hung up on me. I called back and a message said person not available, leave a message!!!!!
called my number three times today so I returned the call to ask to be removed from the list the guy with the indian accent tells me to change my number. said his name was officer Thomas.
Received a voice mail on my home phone from "Jennifer Lincoln" of the "Department of Legal Affairs" at "U.S. Treasury" saying a legal proceeding would be started and I should call back. When I called back and asked for Jennifer Lincoln, I got a man who said she worked for him but he would not identify himself. He had an Indian accent and said he was with the "Treasury" of the U.S. government. He told me an arrest warrant was out for me for tax avoidance and tax evasion and that I had been sent a CP503 letter, but he would not tell me what that was. He had my address, so I told him to send me the letter. He said the "officer" would arrest me in 30 minutes and he hung up.
I called the number again, got a different man with an Indian accent, and asked where their office was located, and he said "Room 18" in some undecipherable location in "Brooklyn NY 12369." [Of course, according to the U.S. Postal Service website "Sorry, 12369 is not a valid ZIP Code™."] I asked him what his office does and he responded (and this is the kicker!) "we call people and harass them."
