We just received a message exactly as described above. It was meant for my daughter. We don't answer unknown numbers, and looked up the number after hearing his message. Thank you to everyone who posted previously.
My wife got the same voice message on our home phone. If we don't know the number, we let the machine handle it.
There's got to be a way to put these scammers out of action. I'm not stupid enough to fall for any of these scams, but there may be people that do and it hurts us all.
This is an overseas scam that should be ignored. They prey on the most vulnerable of people.

A man named Kevin Miller left a messge on my answering machine said he was with "legal affairs" he had a heavy foreign accent so I couldn't really understand most of his message. This is totally a scam!!! Get a real job loser!!! :-(
Got the exact same call message as Ann described above. Said his name was Mark Johnson. Heavy Indian accent. Ended the call with have a blessed day and God bless. The whole thing sounded off. Besides, the IRS does not call people. Thank you for all the other posts that confirmed my suspicion.
