Won't work. Caller ID is like the return address on an envelope. They can put any number there they want. See spoofcard.com for a commercial service that does this.
There have been a lot of calls offering "free" alarm systems in our community lately. It's the same message, but the caller ID is different every time.
And legislation? Where are you going to get the millions of dollars for lobbyists and campaign donations? That's what the industry spent to make sure the legislation we have is toothless, and that there's only a pittance in the budget for enforcement. Classic case of best regulation money can buy.
Upon answering...recorded message with lady's voice stating FBI reports more break in's in my neighborhood....for no fee I can put a security sign in my yard...press 1 for more information or two to get on a do not call list. I pressed one to find out what company this was. The hispanic man said "General Electric" and hung up on me when I asked for a call back number. Caller ID said Neighbor Watch
When I called back, there was no identification as to a company name or who called; I could only get recorded message: Hellos and thank you for calling, If you want to be placed on a Do Not Call List, press 1 for Do No Call list - I did not press 1, then after several of the same messages, it said thank you for calling and disconnected.
