Called did not leave a message.

I received a call from this number on my cell.   Did not know anyone from Washington but thought D.C.  and know people in area.  No one spoke when I answered.  Called back and sounded like a fax site and had strange warbled ring.

Received two quick rings. No messages.
Probably wrong number or fax  number?

Got a call from this number and no answer, and just so happens they called right after my internet got hacked. Seems a little suspicious!
