Same thing happened to me today. Told me his name was Ronnie Williams (sounded like he was from India or Pakistan) and that I owed $3900 in back taxes from 2008-2013. If I hung up the phone, an officer would be at my door to arrest me, my DL would be revoked, I would pay $75000 in legal fees and face 5 years imprisonment. Says they knocked on my door (3 months ago) to deliver 2X and nobody answered. When I hung up, 202-239-1844 called 3X and hung up on my machine.
