This is a telemarketing call disguised to look like a political survey. I listened to the recording long enough to hear the caller say "For answering a few questions about today's political atmosphere, you will receive a free cruise for two."
And of course then they will try to sell you something.
It's a telemarketing call in disguise to take advantage of not being able to block political calls.
This number called me early this morning. When I answered, no one was there. I called it back out of curiousity. I got a voice message saying that I had been invited to take a survey, but the survey time was up and I could press one to be removed from their call list. I pressed one - we will see if these calls stop.
