Couple of things ... I came to see who this particular number is for. Others say it's Google. I've gotten calls from them before and have blocked the number. But, I recently found out that Google NEVER calls anyone. They don't need to because they've got all the information they need for any business website. So, whoever this is, that person has nothing to do with Google and obviously the story may stay the same, but the person (number) that is calling changes. Blocking won't help much.
