I got a call twice last night from them at 9:15. I don't answer calls like that but it was odd because last year I spent two months in Ogden UT on business. The number originates from the Utah Wasatch front area.
It's a company called SSI -- surveysampling.com. Their call pattern is ridiculous -- Friday/Saturday/Sunday at 9pm! Their website has a phone number and email addresses to opt out.
