I just received a call from 385 207 7040.  you wait 2 minutes before the person talks to you.  They speak with an accent and tell you that they would like to perform a survey.  I told them that they have the wrong number as I did not provide my number for surveys. The person proceeds to tell me that my number was provided to them.  I am on the do not call list and it does not matter.  I found out through googling that this number belonged to SSI which is a legitmate surveying company and that they are exempted from the do not call list.  I went to their website and opted out of their calls.  Here is their email address in case anyone needs it.  [email protected]

Received a call tonight & picked it up. It was survey asking what you consider your political affiliation to be, who you would most likely vote for in the next Congressional election, & if you supported or not Obama's healthcare legislation (& whether strongly or not). I believe she said they were calling on behalf of I-360 out of Virgina.

Unknown caller asked for me by name.

Stated on their Opt Out page: The US Federal Do Not Call List and the Canadian Do Not Call List apply to telemarketers, telemarketing, and sellers or promoters of goods and services. SSI only conducts legitimate marketing, survey, and opinion research and is therefore excluded from coverage.

However if this site isn't on ID, in a message etc. how is one supposed to know to opt out??  Too bad there's no way to opt out of all non personal calls.
