This is a telemarketing scam indicating that your "eligibility to lower your interest rate on your credit card account expires today." Don't bother answering unless you want to mess with the indian guy that is obviously scamming people. If you have the time, it can be pretty fun.

Why doesn't the DNCL stop the other calls?
Charities, political calls, and non-sales calls are exempt. "Business relationships" may be exempt. Criminals do not obey the laws, and happily ignore the DNCL.
