Rec'd call from this number today on my cellphone. I didn't answer and caller didn't leave a message. Based on other reports, probably a telemarketer or scammer.
If you call them back, then you initiated the contact. If they let it ring long enough for you to answer, then they initiated the call and violated the Do Not Call registry rules. Just don't call back.
