This is a charity call, probably one of the "heart string" ones. It is not telemarketing as they are not selling anything, therefore no law was broken.

Received this call at 9:40 am, Friday, 28 April. I have relatives in the metro Atlanta area, but I still declined to answer. They did not leave a message. Instead of answering phone calls with 'hello' I now answer with 'how can I help you?'.
Woman called me and asked for someone besides me. I told her she had the wrong number. She said, "Well maybe you can help me." and then launched into a sales pitch to send me information to solicit a donation for cancer research. Interesting tactic to avoid saying she did not call my do-not-call-listed number on purpose.
