No, the IRS is not calling you, scammers are calling you. The IRS will contact you by US Mail if there's a problem and they won't threaten you with a lawsuit. This is a scam, plain and simple. Just block and ignore their calls.
Called my cell phone in Rhode Island at about 11:30 AM on Sep. 7. The message started in the middle about a "case file" and said to call this number back to resolve matters. The message sounded pre-recorded, with no foreign accent.
I returned the voicemail message. Same info as REL from 19 Aug! "Officer Derrik" was horrible. He told me to be patient and listen to him. He told me that if I hung up or interrupted him that my case would automatically go to court and my accounts would be frozen. Funny thing is, they (yes, he patched me thru to his boss, who told me he was Derrik's collegue) never asked me directly for money, just asked me how I wanted to take care of this and did I really want to go to court and fight the government?! They had an answer for everything and when I told them they were full of crock and to go ahead and send me to court, he hung up on me.
