I Believe this is an outgrowth of:
http://zenithfinancialgroup.net/ (they hide behind endless different names and numbers). The name Chris Baker appears under Zenith and engages in the same sort of debt scamming. Their favorite approach is to threaten people with jail time or arrests or warrants or whatever in order to extort money. All under the guise of debt collecting. Anita Townsend is another name that occurs under Zenith. They've just changed names like they always do.

If you have received a threatening call from this "Chris Baker" or whatever he is calling himself these days or whatever he says h's company is , go to this site: http://www.consumer.ftc.gov/
Make a report. Also go to your local attorney general and make a compliant. If they call you tell them you know it's a scam and that your are making a report of extortion with your local police. Then do it!
