Got a call from this number about 10:00 this morning, 9-29-10. When I answered, the line remained opened. I said hello a couple of times, then hung up and Googled the number, found this great website and reported the call to the FCC with the link provided in another report on this site. I would love to try the # key thing if they call back!
Same as Sam in NJ. They called with a message stating that it was my "credit card" calling and to stay on the line to be eligable to lower my interest rate. I too figured it was a scam as my number is on the National Do Not Call list. When a man came on introducing himself as "Mark" I asked him which company he represented. He replied "Card Services." I asked him which SPECIFIC company, and he replied "VISA and Mastercard." I asked him if he knew that it was illegal to make marketing calls to numbers on the Do Not Call registry and he hung up. My caller ID indentified this number.
Folks, posting here just confirms that you are being contacted by scammers. Please go to https://complaints.donotcall.gov/complaint/complaintcheck.aspx?panel=2 and complete the online form as I did. This will put the FCC onto the butts of these scammers.
I don't know if this helps, but this website says the calls are coming from a cell phone in Livingston, Montana:

I hung up and called my CC company. The lady told me what is the calling company does is charge a big fee to negotiate a lower interest rate with your credit card company...something you can do too by calling the number on the back of your card.
If you get a lot of these calls, you can press the pound (#) key a couple of times the very second you pick up the phone. Won't interfere with the call if it is one of your friends, but if it is a computer generated call, it really messes with the programing and the computer throws your number out.
