I was looking over the posts and they are all from 2010.  I just got a call on my phone today so looks like they may be starting all over again.

I didn't recognize the number so I sent it to voicemail: "Free grant to grow your business...  Press 1 to speak with someone, press two if you were reached in  error" or something to that effect.  As suggested above, filed complaint with FCC - http://esupport.fcc.gov/complaints.htm?id=d1e37

Not true, it is illegal. You can sue them for $500 for each call made, depending on your state. I've done it and won twice
