Just received a call from this number.It came up on my television screen. I never answer any calls that I'm not familiar with. No message left on my answering machine so assume that is not legitimate. It came up showing UTILITIES FL.
Caller id "Utilities FL". They have now called me on: 11/23/14, 7/30/15, 9/24/15 and today. They let it ring about 12 times. A perennial favorite! I just leave the answering machine disconnected and screen using caller id. If their number has been spoofed, maybe Utilities Inc. 200 Weathersfield Ave Altamonte Springs FL 32714 will post here. If it is one of Utilities Inc.'s subsidiaries.....

I don't live in the States & I get the calls too.
How they got my number who knows, someone in my house must have signed up for something somewhere online & my number got sold.
Today they called at 8am & have called at various other times as well.
I just don't answer anymore.
The one time I did answer they were asking about my energy bill as well. The other time my husband answered they were asking for donations for their local firefighters association. To which we just laughed & told them we were not even in that country.
They don't care what you say to them it's like they don't hear you they are very persistent so we just hung up.
When you do a Google maps search though you do get a name it just says "Utilities Inc." as their name & that they are a water utility company also their address shows a picture of a house with the address "100 N Pressview Ave, Longwood, FL 32750, United States".
You can click on satellite view & you can see the picture of a home though obviously I'm guessing this is just a fake address.
I could pay for a service to block the number but why should I waste my money, they do not leave voicemail message they just hang up.
There have also been other various numbers they called from which I already erased from my call log but I will write them down next time & post online.
I also don't get their calls too often thankfully.
