I just had the exact same experience. They follow up with a "supervisor" that gives you a confirmation number and contact number supposedly confirming your lifetime interest rate reduction. I reported it to my credit card company; hopefully, their fraud department will investigate these clowns.
Received the call, listed as San Jose. Said 'Hello?' and was given an automated message telling me this was my last oppty to lower my interest rate on my CC. Did say I had no problems with my credit but it was my only opportunity to save. Then gave me option to push "1" to continue or "2" to end the call.

Just got a call from them on my cell phone. A recorded message saying I inquired about lowering my credit card interest rate (which I did not). I hang up immediately.
