I just had the exact same experience. They follow up with a "supervisor" that gives you a confirmation number and contact number supposedly confirming your lifetime interest rate reduction. I reported it to my credit card company; hopefully, their fraud department will investigate these clowns.

I just got a call from this number. There was a recording in a woman's voice about the opportunity to lower my credit card rate to "as low as 6.9%" but it didn't specify which card or issuing institution, or anything. It didn't even say whom the call was for. It prompted me to press 1 to talk to a live operator about lowering the rate before the opportunity passes. I hung up at that point. They are most likely phishing for sensitive information.
