It definitely is a fraud but super weird because they are paying water bills in the US Aurora CO. They did get the water bill paid but the Netflix wouldn't go through

This was charged to my Visa card and I have not use Netflix for 2 years, like this:
Apr 02, 2018 NETFLIX.COM 408-724-9160 24900.00 COP @ .000400000000 $11.88
I just called Netflix and they cancelled my card number and refunded the $11.89 on my same visa, no more of this!
