If you look at the following link to a pdf file that lists all 408 prefixes, you'll notice the ones that are missing are the 111, 211, 311, 411, 511, ..., 911. Because of this, every call that has a prefix with a number followed by two one's is considered bogus.

I can't block large groups of numbers on my phone because if a number has say, 408211 in it like 650-408-2113, then that number can be blocked and yet be potentially legit. If my phone was a lot more sophisticated and allowed special characters to indicate all numbers as in 408-211-^^^^ where ^ defines all numbers, then that would be perfect.
Today (04/06/15) is the second time the same (?) scumbag tried with this same number. Meanwhile, there has been a big bunch of other numbers almost on a daily basis (some days several), but all are automatically blocked, because I can block either full numbers and/or area codes, even partial numbers with my separate blocker. Those callers that I want to get through from area codes that I've blocked, I can separately define, and callers from none-blocked area codes, I can put on a so-called VIP list, and those callers can even get through during the silent hours period that I've defined. The blocker is very good, but the capacity (140) forced me to start blocking area codes and partial numbers. The blocked numbers show up only on the blocker, from where they are very easy to delete.
This time the mentally challenged guy left a message - laughing like an idiot for about 5 seconds and then hanging up. OMG. "They" are out there and what's really bad is they likely procreate AND vote - so sad.
