Carrie,
Portfolio is well known for calling people like this and they do not care if you owe or not. This is why this company's is constantly being sued for violations of the FDCPA and TCPA laws. You can invest in a call blocking device, they run around 60,00 and you can block them, but your better off keeping a notebook of the calls along with any and all messages, also recording them if you speak with them. Check your states recording laws first, some states require you notify them they are being recorded.

Follow the steps in what you need to know and send them a cease & desist letter via the US mail, return receipt or certified.

Scumbags start calling at 8:15 in the morning!!! Got 4 calls from them today, I have a Panasonic phone that allows me to block up to 40 numbers, Portfolio is the reason I got this phone and I just love it!! I am going to write a cease and desist letter, for I am into my final year and I guess they are really going to ramp up the calls to try and collect on something almost 7 years old. The debt was for $300.00 and now with these scumbags it is up to close to $600.00!! Why on earth would anyone agree to pay these scumbags anything?
Oh, they found me when I went and did my credit report and updated the phone number!!!
I agree with David. Another number for Portfolio Recovery, with the ID of Pittsburgh, PA. I have NO debt. I am merely a last name in the local phone book and apparently, this individual is someone who DOES have debt. I now add this PA # to the 7 I already have for these charlatans who blow up my phone.
I have been getting calls from these people for 9 yrs. I have paid off my debt and they say that they never recieved it. I have sent them letters, stating that I have paid my debt and also a letter for a cease and desist order. They still call, so I never answer. Oh well, I guess they have nothing better to do on a Sunday afternoon.
