Who called from 4140000000

Just got two calls on my GA cell phone--the second was unknown and the missed call before that was the 414-000-0000.  I listened to part of a recording that started with, "Congratulations,  you have been selected..." I am going to report it to the DNC site but doubt if it will do any good since it is a bogus ID number.

Call wanted to reduce my interest rate on my credit card. I [***] with the guy for several minutes by giving different numbers for my credit card over and over. He finally got frustrated and hung up.

The number just called my cell phone, I did not answer it, and no message left. I am located in Georgia

I do to who is it

Could it possibly be an Aurora? I have a friend in the hospital there and I'm thinking it could be her.
