Surprised they actually left a message, and even apparently wrote their correct number into the caller ID field (which they'd have to do if they plan to make any money from callbacks), thereby exposing themselves to law enforcement action. Tho they did take the trouble to disguise their voice by having a machine enunciate their script, premeditating that if and when any enforcement action comes, each person associated with that number can deny they said those words.

Never will happen, and nobody should be surprised. They sell magicJacks in India for about $100 US, and telemarking scams are viewed by the government there as legitimate jobs. So they just hang out in their mother's basement calling the US for free on a magicJack they saved up to buy for the purpose of scamming US citizens out of big money.
Of course, if you complain to the right people (e.g., the Department of the Treasury and your state's Attorney General, and perhaps YMAX Corp., the captive company that gives out magicJack numbers and whose terms of service are being broken, you may have some luck. MagicJacks can be permanently disabled (albeit only one at a time) by YMAX or magicJack based on a complaint like this.
I too received a message on my home voice mail from "Julie Smith" from the IRS wanting me to call her back. I did not after reading all the other posts about this number- thank y'all for taking the time to post your fake calls, you save me some hassle had I called "Julie" back.
