Who called from 4152789709

I got a real person after cross referencing and getting another phone number--one that connected with a man who says he is the owner of the company.  
We get the hangups according to him, if we are on phone systems like vonage or comcast because with changes in the connections they come over to us oor we come over to them as dead air.  I don't quite understand which it is.  If I further understand him it appears to have something to do with lag time between what I would assume in their area is AT&T and our assorted phone systems that connect using our internet systems.
The call was a political fund raiser.

Repeatedly call around dinner time.  No one there when I pick up.  Have a handicapped wife who struggles to get to the phone.  Am afraid she falls
