I received two calls from this number two days apart. Not recognizing it, I let it go to voicemail. The caller left no message. I called the number back after receiving the second call, and it rang for a minute without anyone answering. The number is now blocked.
Some guy from a home builder's group called for me by name. They probably got my name from public records, as I have recently remodeled. Him and about 100 others. I reminded him that I'm on the National Do Not Call list and he's out of compliance. He started to protest and I hung up. Maybe if there's no honey in the jar he'll stop trying. But this seems to be a copiously copied misuse of the NDNC loophole: They can call you if they've got an established business relationship. But I never did business with this guy.
